Bi-County Solid Waste proudly serves Montgomery County, Stewart County, and Fort Campbell. Montgomery County and Stewart County formed a Solid Waste Authority in 1974. This foresight has led to one of the best-run facilities in the United States. 

In 1974, Montgomery and Stewart Counties formed a Solid Waste Authority — a smart move that led to one of the best-run landfill systems in the United States.

Today, Bi-County operates as a self-sufficient organization, receiving no tax dollars for landfill operations. Known nationwide, Bi-County continues to lead in responsible, innovative waste management.

Located off Dover Road, the Bi-County Landfill is where the majority of trash from Montgomery and Stewart Counties is taken. The site includes a Class I landfill for household waste and two Class III landfills for construction and demolition. Bi-County is the first government-run landfill in Tennessee to meet Subtitle D environmental regulations for solid waste.

Running a landfill is complex. It requires meeting strict state and federal standards to protect our air, land, and water. While meeting those standards, Bi-County also works to increase recycling and reduce waste to extend landfill life and keep our community cleaner.

Bi-County is governed by a seven-member board, led by Chairman John Gannon. Mark Neblett has served as Executive Director since October 2, 2019.

New Woodlawn Convenience Center location - 3210 Dover Road

The entrance is at the corner of Dover Road/Hwy 79 and 101st Airborne Division Road.
The new location provides better traffic flow and service to the community.


Non-Commercial Landfill Disposal Charges

Cash, check, Mastercard, and Visa are accepted at this time.
Effective January 1, 2023 - incoming loads at the landfill will be charged as follows:

Class I - household waste

  • The $5 monthly user fee will continue to cover standard-sized loads—up to 500 lbs.
  • Class I (household waste) loads weighing 501 to 1000 lbs. - $20.00
  • Class I (household waste) loads weighing 1001 to 2500 lbs. - $30.00
  • Class I (household waste) 2501 and up - $48.00 per ton- $30.00
  • Class I (household waste) 2501 AND UP - $48.00 PER TON

Wood waste (branches, leaves, and other plant/vegetative matter)

  • The first 500 pounds per day is covered by the $5 user fee
  • Wood waste above the first 500 lbs. per day will be charged at $46 per ton (.023 cents per lb.)

Demolition:

  • The $5 monthly user fee covers the standard pick-up truck bed, SUV, or passenger vehicle.
  • Non-commercial (private individuals) are charged a $10 cubic yard for demolition waste.
  • Commercial loads are charged current gate rates for demolition yardage.
  • Shingle trailers - 5 yards and above will be charged a $100 surcharge (in county and out of county loads)

Specialty items:

  • Mattresses & box-springs - $10 each (Accepted ONLY at the main landfill on Dover Road.) The $10 fee is applied toward the mattress shredder, which costs nearly $1 million. Here is a video that describes the benefits of the mattress shredder.  
  • Freon appliances - $10 each (Accepted ONLY at the main landfill on Dover Road.)

Bi-County faces many current and future expenses to keep daily operations running, including equipment costs, landfill capping, and meeting State and Federal regulations. Rather than raising the User Fee for everyone, Bi-County chose to focus on those who dispose of amounts far greater than normal household waste. 


Highway Drive Complex 

The Transfer Station pit and Highway Drive Convenience Center are closed on Thursdays.

Schedule and hours:
Sunday - Wednesday 7:00 a.m. to 6:00 p.m.
Closed - Thursdays
Friday - Saturdays 7:00 a.m. to 6:00 p.m.


All trailers must deliver to the main landfill - 3212 Dover Road     

Mattresses, box springs, and freon appliances must be delivered to the main landfill - 3212 Dover Road 

$10 charge per unit - cash and check only   
Monday - Friday, 5:30 a.m. to 4:00 p.m. & Saturday, 7:00 a.m. to 4:00 p.m.


Waste Tire Disposal

Due to Tire Grant Requirements, Bi-County Solid Waste now requires PRIVATE Individuals to provide the following information when disposing of Waste Tires.

Name, Address, and Number of Tires

This information will be kept on file for the State of Tennessee to ensure that residents from other Counties are not using Montgomery County facilities for tire disposal.
